Return the IV as 8 network-order bytes.

my $packed = B::svref_2object(\$n)->packiv;

A fixed-width, endian-independent encoding, so a compiler backend can emit an integer constant once and have it read back the same on any machine. Ask needs64bits first if you only want to spend 4 bytes.
