decode

$utf8->decode($octets [, CHECK]) - decode UTF-8 octets, lax for utf8 and strict for UTF-8, applying CHECK to malformations.

encode

$utf8->encode($string [, CHECK]) - encode characters as UTF-8. The strict UTF-8 validates the string first and applies CHECK to what is not interchangeable UTF-8; lax utf8 copies its octets.
