Suspend or resume transmission or reception on terminal $fd.

Synopsis

use POSIX qw(tcflow TCOOFF TCOON);
tcflow($fd, TCOOFF);   # pause output

What you get back

"0 but true" on success, undef on failure. Negative $action sets $! to EINVAL.
